Anne Bradbury

Anne Bradbury

President and CEO
Anne Bradbury is President and CEO of AXPC, a national trade association representing leading oil and natural gas exploration and production companies in the United States. Bradbury is responsible for carrying out AXPC’s mission of educating and advocating for constructive solutions that support responsible American oil and gas development and promoting the inherent value of American-produced oil and natural gas. Since being named CEO in December 2019, Bradbury has nearly tripled AXPC’s size, and has expanded AXPC’s presence on both Capitol Hill and across the Executive Branch as the leading authority for U.S. independent producers. Often appearing in local and national publications, (e.g. The Washington Post, Bloomberg, and Financial Times), Bradbury works to educate the public, media, and policy stakeholders about the economic, national security, and environmental importance of American energy production. Prior to AXPC, Bradbury served as one of the top legislative strategists and technicians in Congress as Floor Director to two successive Speakers of the House of Representatives and Deputy Floor Director in the Offices of both the Majority and Minority Leader. During her decade-long career on Capitol Hill, Bradbury was instrumental in the implementation and adoption of major rules packages and legislative initiatives ranging from reforms to national security and intelligence policy to health care, energy, transportation, trade, and education policy passed by the House of Representatives. Bradbury previously served as a partner at the Duberstein Group, and is a board member of the Congressional Institute.

Wendy Kirchoff

Senior Vice President of Policy
Wendy Kirchoff leads AXPC’s environmental, health, safety, and regulatory efforts to collaborate among industry and government partners on driving solutions to our nation’s most pressing environmental and sustainability concerns. Ms. Kirchoff joined AXPC from Chevron Corporation, after a 2020 merger with Noble Energy, a U.S. independent oil and natural gas company where she had worked for nearly a decade. Ms. Kirchoff served on Noble’s EHSR Leadership Team and was responsible for identifying changing public policies related to state and federal environmental and safety regulations and advocating on the company’s behalf. She directly supported business in Texas, Gulf of Mexico, Midstream, Marcellus, and Colorado. She also engaged with state and federal agencies and held key industry leadership roles in trade associations and industry organizations. She began her policy career working for the U.S. House of Representatives, most recently as Legislative Director for Congressman Dan Boren (D-OK) and directed federal and legislative affairs at the Independent Petroleum Association of America (IPAA). Ms. Kirchoff sits on the board of the Groundwater Research and Education Foundation with GWPC and earned her Bachelor of Science degree in Wildlife and Fisheries Science at Texas A&M University.

Parker Kasmer

Vice President of Government Affairs
Parker Kasmer leads AXPC’s congressional, political, and external stakeholder engagement. He was most recently Senior Vice President of External Affairs at Juul Labs, where he oversaw U.S. government affairs and related external programs. Before that, Parker was at Sidley Austin LLP’s DC office, advising Fortune 500 companies and trade associations on government strategies and engagements. He brings a tested skillset in advancing corporate and policy initiatives in dynamic external and political environments. Parker has a Bachelor of Arts in political science and history from the University of Alabama and a Juris Doctor from the Washington & Lee University School of Law.

Zach Gillan

Vice President of Communications
Zach Gillan was named Vice President of Communications in May, 2025. He brings over a decade of high-stakes strategic communications experience across public policy, issue advocacy, and political campaigns. Gillan joins AXPC from S-3 Group, a bipartisan government relations and public affairs consultancy, where he served as Vice President of Strategic Communications and advised companies and trade associations on issue advocacy engagements. His deep political experience includes holding positions at the National Republican Senatorial Committee over three election cycles and managing political and issue advocacy research for the Congressional Leadership Fund and American Action Network. Gillan earned a Bachelor of Arts in Government from Hamilton College and is a native of Houston, Texas.

Rebecca Denney

Director of Regulatory Affairs
As the Director of Regulatory Affairs Rebecca Denney assists with regulatory issues and ESG portfolios as well as policy and issue management, including a focus on natural gas policy. In addition, she oversees the project management of AXPC’s annual HSE Performance Survey and ESG Benchmark Survey. With over a decade of experience in environmental engineering and sustainability, Rebecca joined AXPC from Geosyntec, where she was a senior ESG consultant. A civil engineer with a bachelor’s degree from Texas A&M and a master’s degree in environmental engineering from SMU, Rebecca worked at Cheniere as an environmental engineer before joining Geosyntec.

Kayla Mainella

Manager, Public Affairs
Kayla Mainella serves as the Manager of Public Affairs for the American Exploration & Production Council (AXPC), where she supports strategic communications and government affairs initiatives to advance the organization’s policy priorities. She implements advocacy strategies, cultivates stakeholder relationships,coordinates congressional outreach, grassroots initiatives, and digital communications to effectively convey the industry’s contributions and policy priorities.

Previously, Kayla was Senior Associate of Government Affairs at the Global Business Alliance, supporting advocacy on behalf of the U.S. operations of leading global companies. In that role, she worked with member companies to advance legislative and regulatory priorities, coordinated coalition activities, and contributed to policy resources and events that elevated the organization’s voice in Washington, D.C.

Kayla holds a Bachelor of Science degree from Florida State University and a Master of Arts in International Affairs, specializing in Security Studies, from Boston University.

Rachel Huey

Director of Operations and Executive Assistant
Rachel joined AXPC in 2023, initially serving as Office Manager and Executive Assistant, and has since advanced to her current role as Director of Operations and Executive Assistant to the CEO. In this capacity, she oversees member services and support, ensuring that AXPC consistently delivers the highest quality service to its members.

With a Bachelor of Science degree from Pennsylvania State University, where she graduated Magna Cum Laude, Rachel brings a sharp focus and organizational expertise to all aspects of her work. She is responsible for managing all non-government-affiliated events, contributing to AXPC’s successful operations.

Her attention to detail, exceptional organizational skills, and personable nature have made Rachel an invaluable asset to AXPC, helping the organization thrive and ensuring continued member satisfaction.

Sam Cloud

Director of Government Affairs
Sam supports AXPC’s policy and political engagement in Washington, D.C. He was most recently legislative director for Congressman Pat Fallon, where he spearheaded legislative and oversight activities. Before that, Sam was with Congressman Richard Hudson, handling a broad domestic policy portfolio that included energy, environment, natural resources, and appropriations.

Jesse Sandlin

Director of Policy and Regulatory Affairs
 As AXPC’s Director of Policy and Regulatory Affairs, Jesse Sandlin leads AXPC’s efforts in policy engagement on Air, Climate, Water, and Waste issues, and supports AXPC’s ESG efforts. Before joining AXPC, Jesse spent 14 years working in the oil and gas sector for Devon, Noble Energy, and most recently Chevron. In those roles, Jesse served in leadership roles in government affairs, environmental policy, sustainability, and facilities engineering. Jesse has led policy development within those organizations and through collaboration with multiple trade associations with respect to hydraulic fracturing, wastewater, emissions, seismicity, tariff and trade policy, federal lands and permitting, and a variety of other issue areas. More recently, Jesse played a key role on Chevron’s methane reduction team, serving as an advisor on project implementations and policy development, while also leading multiple methane detection initiatives across both onshore and offshore operations. Jesse holds a Bachelor of Science in Chemical Engineering from the University of Oklahoma and a Juris Doctor from Emory University, and uses the combination of technical and legal skills to advocate for policy priorities that strengthen American energy production to enable people around the world to flourish.
