AXPC Files Comments Supporting BLM’s Proposal to Rescind Burdensome Conservation and Landscape Health Rule

November 10, 2025

Washington, D.C. – The American Exploration & Production Council (AXPC) today submitted comments in support of the Department of Interior’s proposal to rescind the Bureau of Land Management’s (BLM’s) 2024 Conservation and Landscape Health Rule. This decisive action would remove a clear unlawful overreach in authority that bypassed Congress to tie up federal lands from responsible resource development, which would drive away key industry conservation partners and harm the nation’s ability to use its domestic resources effectively.

Anne Bradbury, AXPC CEO, said:

AXPC applauds Secretary Burgum for taking a crucial step toward unlocking responsible oil and natural gas development by restoring balanced management of federal lands. Unlawfully limiting the domestic production of affordable, reliable energy on federal lands hurts America’s energy security and exemplifies reckless agency overreach. This proposed rescission reinforces the need for legislative public lands and permitting reform, and AXPC hopes to work with BLM and other stakeholders to advance durable reforms that secure American energy dominance.

Background

  • AXPC’s 2025 Energy Policy Blueprint called for the Trump administration to re-open federal land for energy production by upholding statutory requirements to lease more federal acreage for energy development.
  • AXPC’s January 2025 DOI Policy Recommendations urged the Department to revoke/rescind BLM’s 2024 Conservation and Landscape Health Rule.
