AXPC Applauds Interior Department’s Proposal to Rescind Burdensome Public Lands Rule, Expand Domestic Energy Production

September 11, 2025

Washington, D.C. – The American Exploration & Production Council (AXPC) today applauded the Department of Interior’s proposal to rescind the Bureau of Land Management’s Conservation and Landscape Health Rule, commonly known as the “Public Lands Rule.” This decisive action would remove a clear overreach in authority that the prior administration put in place as a tool to bypass Congress and lock up additional federal lands from being leased for the responsible development of taxpayer-owned resources. By restricting development of public lands, this rule drives away industries who have been the biggest conservation partners across the landscape and sacrifices the nation’s ability to use its domestic resources effectively.

Anne Bradbury, AXPC CEO, said:

“AXPC applauds Secretary Burgum for taking a crucial step toward restoring balanced management of federal lands and enabling responsible oil and natural gas development well into the future. Limiting domestic production by tying up federal lands that Congress expressly made available for such purposes only hurts America’s energy security and access to affordable, reliable energy. Today’s action proposes to remove agency overreach and restore federal land leasing and management.”

Background:

  • AXPC’s 2025 Energy Policy Blueprint called for the Trump administration to re-open federal land for energy production by upholding statutory requirements to lease more federal acreage for energy development.
  • AXPC’s January 2025 DOI Policy Recommendations urged the Department to revoke/rescind BLM’s Public Lands Rule.
